The Global Initiative for Fiscal Transparency, OGP Fiscal Openness Working
Group co-anchor, presents an analysis on the commitments and implementation
of fiscal transparency actions in 43 OGP countries and discusses the
opportunities for public participation in fiscal policy and budget making.
GIFT is a multi-stakeholder action network working to advance and
institutionalize global norms and significant improvements on fiscal
transparency and participation in countries around the world.

[image: image004]*Dr. Juan Pablo Guerrero*
Dr. Juan Pablo Guerrero is the Network Director of the Global Initiative on
Fiscal Transparency. He was previously the Secretary General of the Federal
Institute for Access to Information & Data Protection (IFAI) in Mexico
(2013-14). Between 2009 and 2013 he was the manager of the Mentoring
Governments for Transparency Program at the International Budget
Partnership, where he helped to the publication of citizen´s budgets and
fiscal transparency portals in in over 8 countries.

Dr. Sanjeev Khagram is the Founder/Architect of the multi-stakeholder GIFT,
editor of the volume "Open Budgets: The Political Economy of Transparency,
Participation and Accountability" with Brookings Press in 2013, a Young
Global Leader with the World Economic Forum, and John Parke Young Professor
of Global Political Economy at Occidental College in Los Angeles. He was
the lead author of the UN Secretary General's Report on the Impacts of the
Global Economic Crisis on the Poor and Vulnerable in 2009.
