Event description:

What is the Splinternet? Can a government’s policy or regulation “break up"
the internet? If so, what does “breaking up” the internet even mean? Is it
only governmental policies that can potentially ‘splinter’ the internet?
What about big technology companies? What is their role? How can the
Splinternet disrupt users’ online interactions, and what can we do about it?

These and many more questions will be discussed by renowned experts from
the field of internet governance during our online event about the
Splinternet on July 5th, 2022. Make sure to join the conversation on one of

Dr. Milton L. Mueller

Milton Mueller is Professor at the Georgia Institute of Technology
(Atlanta, USA) in the School of Public Policy and School of Cybersecurity
and Privacy. He directs GT’s Master of Science program in Cybersecurity
Policy. An internationally prominent scholar specializing in the political
economy of information and communication, he is the author of seven books
and many journal articles, including Will the Internet Fragment?
Sovereignty, Globalization and Cyberspace (Polity, 2017), Networks and
States: The global politics of Internet governance (MIT Press, 2010) and
Ruling the Root: Internet Governance and the Taming of Cyberspace (MIT
Press, 2002). His work informs public policy, science and technology
studies, law, economics, communications, and international studies.

Dr. Mueller is the co-founder and director of Georgia Tech’s Internet
Governance Project (IGP), which has played a prominent role in shaping
global Internet policies and institutions such as ICANN and the Internet
Governance Forum. He has participated in proceedings and policy development
activities of ICANN, the International Telecommunications Union (ITU), the
U.S. National Telecommunications and Information Administration (NTIA) and
the European Commission, Hong Kong and New Zealand. He has served as an
expert witness in prominent legal cases related to domain names and
telecommunication policy. He was elected to the Advisory Committee of the
American Registry for Internet Numbers (ARIN) from 2013-2016 and served on
the IANA Stewardship Coordination Group during the IANA transition. Dr.
Mueller was one of the founders of the Global Internet Governance Academic
Network (GigaNet), an international association of scholars focused on
Internet governance. Mueller received the PhD from the University of
Pennsylvania’s Annenberg School in 1989.

Konstantinos Komaitis is a veteran of developing and analysing Internet
policy to ensure an open and global Internet. Konstantinos has spent almost
ten years in active policy development and strategy, as a Senior Director
at the Internet Society. Before that, he spent 7 years as a senior lecturer
at the University of Strathclyde, Glasgow, UK, where we researched and
taught Internet policy. Konstantinos is a public speaker having talked at
many events around the world, including a TEDx talk, and a writer who has
written for various outlets including Brookings, Slate, TechDirt, and
EuroActive. He holds two Master's degrees and a doctorate and is the author
of a book on domain name regulation. He currently works for the New York
Times, Data Governance team and he is also the co-host of the "Internet of
Humans Podcast”

numerous ITU, U.N., and Internet technical community events to focus on
better policies to support Internet development. Brought in ISOC’s first
major grant of $1.3 Million from Google for IXP, Interconnection, and
community development.

2006-April 2012

Co-chaired Federal IPv6 Task Force to encourage deployment of IPv6 inUS
Government agencies Worked closely with ICANN, IETF, ISOC, ARIN, AFRINIC,
LACNIC, APNIC, and RIPE NCC on IP addressing issues. Negotiated
international Internet technical and policy issues to preserve an open
Internet at CITEL, ITU, OECD and other fora. Built relationships around the
world with policy-makers and regulators tosupport US policies and
interests.

Farzaneh Badii (Badiei) is the founder of Digital Medusa
<https://digitalmedusa.org/>, an initiative that focuses on protecting the
core values of our global digital space with sound governance through
research and collective action. For the past decade, Farzaneh has directed
and led projects about Internet infrastructure and social media
governance.She has undertaken research at Yale Law School, Georgia
Institute of Technology and the Humboldt Institute for Internet and Society
in Berlin.

Farzaneh received her PhD in law from the University of Hamburg, Institute
of Law and Economics. Her dissertation focused on online private justice
systems, institutional design, and online market intermediaries. Between
2011 and 2014, Farzaneh  worked at the United Nations Internet Governance
Forum Secretariat.
