Tagesspiegel Background, an influential German policy newsletter, ran a
story on the OFE proposal on Friday (enclosed below, followed by machine
translation), great to see it getting picked up in the press!

*A quick reminder that the deadline for participating in the consultation
is on Tuesday next week, *please prepare a response using OFE’s excellent
draft materials if you haven’t done so yet, it will only take a few
minutes. As you may have noticed, the consultation is split into multiple

as there are important arguments both from a cybersecurity perspective and
from an economic growth perspective that support the case for an EU
Sovereign Tech Fund. I am finalizing GitHub’s response to the
competitiveness portion of the questionnaire and will share it shortly if
others would like a template.

Die Brüsseler Denkfabrik Open Forum Europe (OFE) hat vorgeschlagen, dass
die EU einen *e**u**ropäischen **Sovereign Tech Fund* einrichten soll.
Dabei soll die deutsche Sovereign Tech Agency als *Vorbild *dienen. OFE
schlägt vor, im kommenden mehrjährigen Finanzrahmen der EU *54 Millionen
Euro* für diesen Fonds vorzusehen.

Mit diesen Mitteln soll dann Europas *digitale kritische Infrastruktur* erfasst
werden. Dann sollen die einzelnen Bausteine dieser Infrastruktur auf ihre
Sicherheit hin geprüft und diese *Sicherheit verbessert* werden. Dabei
unterstreicht OFE, dass sich der Fonds eng am deutschen Vorbild orientieren
sollte. Es brauche *strukturierte Überprüfungen*, die den Bedürfnissen von
Open-Source-Entwicklern entsprechen.

Der neue Fonds soll sich auch eng mit *nationalen
Cybersicherheitsbehörden* absprechen.
Dabei soll er Informationen über Bedrohungen teilen und die
grenzübergreifende Koordination verbessern.

Damit soll die neue Organisation nach Vorstellung von OFE *mehrere
Ziele*erfüllen.
Sie soll etwa die *digitale Souveränität* Europas erhöhen, indem sie mehr
Kenntnis über digitale Infrastruktur schafft und die Abhängigkeit von
großen Unternehmen verringert. Dann soll sie die Wettbewerbsfähigkeit
stärken: Unternehmen könnten einfacher Sicherheitsanforderungen entsprechen
und Open-Source-Komponenten einfacher in europäische Software und Dienste
eingebaut werden. Außerdem soll sie für mehr *Cybersicherheit *und damit
auch für wirtschaftliche Stabilität sorgen.

Die Idee, den Sovereign Tech Fund europäisch aufzuziehen, gibt es schon

"Think Tank Proposes Sovereign Tech Fund at EU Level

The Brussels-based think tank Open Forum Europe (OFE) has proposed that the
EU establish a European Sovereign Tech Fund, modeled after the German
Sovereign Tech Agency. OFE suggests allocating €54 million for this fund in
the upcoming multiannual financial framework of the EU.

These funds would be used to map Europe's critical digital infrastructure.
The individual components of this infrastructure would then be examined for
security and improvements would be made. OFE emphasizes that the fund
should closely follow the German model, requiring structured reviews that
meet the needs of open-source developers.

The new fund should also closely coordinate with national cybersecurity
authorities, sharing information about threats and improving cross-border
coordination.

According to OFE, the new organization should fulfill several goals. It
aims to increase Europe's digital sovereignty by enhancing knowledge about
digital infrastructure and reducing dependency on large companies. It
should also strengthen competitiveness by making it easier for companies to
meet security requirements and integrate open-source components into
European software and services. Additionally, it should enhance
cybersecurity and thus contribute to economic stability.

The idea of establishing the Sovereign Tech Fund at a European level has
been around for some time (as reported by Tagesspiegel Background). OFE
plans to publish a detailed feasibility study in June, which will examine
whether and how investment in a European fund would be worthwhile and on
what legal basis this financing instrument should be established."

Dear all,

We are proposing an EU Sovereign Tech Fund, modeled on the German Sovereign
Tech Fund (STF), to enhance the sustainability and trust of the open source
software that the EU economy relies on. *Attached is our response to the
EU's MFF consultation*.

Feel free to share it with anyone—we have now published this on the
Commission portal for MFF responses. This week, we are also starting the
work with a more detailed feasibility study for an EU STF. We have the
'why', and now we want a clear answer to 'how'.

The easiest way to think of the EU STF is to imagine the German STF, but on
a larger scale. We want this EU STF to do the following:

*Mapping OSS Dependencies and Auditing Security Risks*

   - Identify critical OSS projects essential to European digital
   infrastructure.
   - Assess high-impact software components across key economic sectors.
   - Monitor security risks and funding needs in the OSS ecosystem.
   - Provide targeted funding for security audits and vulnerability
   remediation.
   - Support maintainers in meeting Cyber Resilience Act (CRA) requirements.

   - Develop a structured funding mechanism for critical OSS projects.
   - Ensure flexible and responsive funding adapted to project needs.
   - Prioritize sustained funding for long-term security and sustainability.
   - Coordinate with national cybersecurity authorities and foster industry
   collaboration.
   - Offer training programs for maintainers on secure coding practices.
