CLIO, as it's obvious from its description, is a web app.
As such, the front-end (GUI) will definitely involve a combination
of HTML, CSS and Javascript.
The back-end can be implemented in any language (Python, Javascript, PHP, ...).
It's almost certain that a database will be needed,
and probably a RDBMS would be the best choice.
But there are no restriction, from the functional specification side,
of which programming languages should be used.
Keep in mind, it's a brand new project without pre-existing code.
