An IDA Workshop on OSS Competence in the Public Sector,
during the LinuxTag Conference and Exhibition in Karlsruhe on June 23, 2004
In response to growing interest in the benefits of OSS in the public sector, many public administrations have set up OSS
competence centres to foster the development of the technical competence that the public sector will need to support OSS
deployment. In addition, many of these centres also aim to ensure the economic cohesion of their regions by acting as
innovation centres for local SMEs. On the basis of the recommendations of an IDA pooling study conducted in 2002 and
after consultation with national experts, IDA decided in 2003 to help the emerging OSS competence centres develop
interactions between one another, enabling them to share good practice and applications.
To this end, IDA is organising a one-day Workshop on OSS Competence in the Public Sector, which will take place during
the LinuxTag Conference and Exhibition in Karlsruhe (Germany) on June 23, 2004. This workshop will bring together
representatives from existing and potential OSS Competence Centres and representatives from European public
administrations to exchange information and best practices with regard to how to initiate and run such centres. The
workshop will also aim to improve awareness of existing initiatives and the challenges they face, encourage their
interaction and define the instruments required to promote cooperation between Competence Centres at European level. The
discussions from the workshop will support the formulation of practical and policy recommendations.
The themes of the workshop will be centred on practical, real-life experiences of setting up and running OSS Competence
Centres in the context of both EU and national policies toward OSS. Presentations will illustrate these experiences with
case studies, and will focus on the issue of business model and sustainability of the centres, competence building and
certification, and issues of local or regional impact.
