Στην ανοικτή διαδικασία "Spending Challenge" της Έκθεσης Εξόδων (Spending Review) του Her Majesty's Treasury ή αλλιώς Υπουργείο Οικονομικών του Ηνωμένου Βασιλείου, αναφέρεται: Σελίδα 2, Παρ. 8: Πλήρη αλλαγή από τα προϊόντα της Microsoft στα αντίστοιχα προγράμματα του Λογισμικού Ανοικτού Κώδικα (Open Source Software) στον Δημόσιο Τομέα και την Εκπαίδευση: "In terms of spending less - what about migrating the whole of government (the NHS, Education etc) from Microsoft products to Linux and open source software like Openoffice." Σελίδα 5, Παρ. 28: Κατάργηση της συμφωνίας με τη Microsoft... "Annul the government’s agreement with Microsoft to provide software and operating systems (OS) to government departments and switch to open source software and Linux based operating systems. This would reduce costs by: Reducing the need to update hardware in line with new Microsoft OS releases. Linux OS and open source software has a lower whole life cost and is less susceptible to viruses. Support a more diverse spectrum of the IT industry, instead of one corporation; generating additional UK tax revenue." Σημειώνεται πως οι πέντε σελίδες που περιλαμβάνονται οι παραπάνω ιδέες είναι διαλογή 31 από συνολικά 60.000 ιδέες που κατέθεσαν πολίτες στα πλαίσια της ανοικτής αυτής διαδικασίας. Όπως γράφει στην ιστοσελίδα του Υπουργείου Οικονομικών του Ηνωμένου Βασιλείου: "These examples show some of the main themes and ideas that have been put forward via the public sector Spending Challenge website. They are not ideas that have been shortlisted for further work or implementation but they will all be considered individually alongside the other 60,000 ideas that have been put forward." "The Spending Challenge is your chance to shape the way government works and help get more for less as we tackle the deficit. The next phase of the Spending Challenge is now open to the public to get your ideas and opinions as tax payers and users of services." Με λίγα λόγια, για να μπει μια τέτοια ιδέα στο bullet 8 και στο bullet 28 δεν είναι κάτι το οποίο απέχει από τη γενική πολιτική της κυβέρνησης Cameron-Clegg. Ίσως το έχω ξαναγράψει, αλλά ας επαναληφθεί πάλι, η άμεση πρακτική που άρχισε να εφαρμόζει ο αντιπρόεδρος της κυβέρνησης του Ηνωμένου Βασιλείου, Nick Clegg, για την προώθηση ιδεών όπως αυτές των Ανοικτών Προτύπων, του Ελεύθερου Λογισμικού / Λογισμικού Ανοικτού Κώδικα αλλά και των Ψηφιακών Δικαιωμάτων μέσω του website "Your Freedom".
