Dear Colleagues,



I hope this email finds you well. I’m writing to invite you to join a
multi-stakeholder Expert Group that Sander and I are convening until
September 2018 to support the Open Data Charter

process of reviewing and refreshing it’s six guiding Principles for open
data. You can find more detail about what this would entail in the attached
Terms of Reference. We’d be delighted if you could join us given your
extensive experience and expertise on open data issues.



Since its founding in 2015, the Open Data Charter has grown substantially
and now has 90+ stakeholders engaging with it, from signatory governments
to civil society and private sector partners. As a normative standard in a
fast-changing space, the decision was taken at the Charter’s inception that
it’s 6 Principles should be reviewed every 2-3 years to ensure that they
remain at the cutting-edge of advances in the open data field. Our work
will be supporting the first review of the Charter’s Principles since its
inception.



The Expert Group that Sander and I are co-convening is going to be looking
specifically at three of the Charter’s Principles:



2. Timely and Comprehensive;

3. Accessible and Usable; and

4. Comparable and Interoperable



through a lens of building open data architectures. By this we mean
considering what steps and changes might need to be made the existing
Principles at an architectural level (both technically but importantly also
in terms of institutional and policy frameworks). We will not be starting
this work from scratch as a global consultation has already taken place and
a lot of suggestions and recommendations on what potential changes could
look like have already been made. The focus and aim of the Expert Group is
to analyse the suggestions that have been received and harness members’
expertise, such as yours, to make well-informed recommendations on what
changes to the Principles could look like.



In total, we envisage a time commitment of around 2-3 working days spread
out over around three months with the main tasks including:



   - Reviewing inputs received through the Charter’s global consultation
   process;
   - Broadly assessing which inputs have merit and which do not;
   - Making recommendations on potential changes and/or additions to the
   Charter’s Principles based on the assessment.



Should you choose to accept this invitation, additional information and
detail will be provided during an introductory call that will be scheduled
sometime within the next couple of weeks.
