I think the candidate contributor is referring to my analogy of a "GUI"
thread in the issue I opened a while ago which you can find right here:

Perhaps he should do a better job of explaining what he means in his
proposal, by pointing out that this is only an analogy, and not the
actual case.

As a general point, please note that the project
is about performance improvements
to build-recorder, in general.
The ability to handle parallel builds is definitely
one of them, but the project should result
to more than that, given its size.
