During 2015, researchers at the University of Skövde, Sweden, were commissioned to undertake an analysis of whether an agreed set of IT-standards met the requirements of an open standard as defined in the European Interoperability Framework 1.0 on behalf of the Swedish National Procurement Services. The target audience for the document is the Swedish public sector, but due to popular demand(!), it's now translated to English.
