Python 3 with any of the web frameworks (flask, django, ...)
that are for example listed in https://wiki.python.org/moin/WebFrameworks
is perfectly fine.

if you don't already have experience on web systems,
you should plan on becoming proficient before the start
of the GSoC coding; keep in mind that the programme asks
for 3 months of full time work of a experienced developer.
