the submissions should adhere to the rules of the program;

any information that you can provide about the implementation
would be helpful -- the more details, the better.
however, be specific; "I will use modern programming techniques"
does not mean much. "I will use this specific library
to achieve this, because of these reasons, and that's why
it's better than the alternatives" conveys much more information.
on the other hand, feel free to discuss your ides on this list,
since you might get useful feedback from many people.
I realize the list is alarmingly quiet on technical issues,
but that's mainly because no one starts any discussion :-)
