According to several sources the directive for the adoption of Open Source in
the Public Administration has been published on the Italian Official Journal
[Presidency of the Council of Ministry, Innovation and Technologies Department,
directive of 19 December 2003, published on the 'Gazzetta Ufficiale' n. 31, of
7.02.04 ].
The directive invites the P.A. to foresee the possibility of using software
based on open operative systems. In addition the directive states when choosing
software, administration should take care about sevral criteria such as
tranferability, interoperability, the openess of the code: the terms of
reference or the project specifications should foresee, if possible, that the
programmes developed ad-hoc could easily migrate on other platforms. IT
contracts should foreseen explicit clauses binding the subcontractor to
guarantee the re-use of applications.
