Thank you for your immediate reply and useful advises. I've managed to correct some hasty mistakes and add a few things as suggested, while trying to be more clear about the project and overall work this time.

The proposal is missing the Benefits to Community and try to make the deliverables more clear, including milestones, deadlines. Keep in mind that documentation is required and is good to be included in the work breakdown.
